Carmen M. Garcia, Esq., is an associate board member on the Juvenile panel of the New Jersey State Parole Board. As a juvenile panelist, she works in collaboration with the Juvenile Justice Commission to foster the rehabilitation of custodial delinquents and to guide them toward a successful re-entry into society to lead law-abiding, productive and fulfilling lives. She is vice-chair of the Decision-Making Processes and Procedures Committee and an active member of the Legislative and Regulatory Affairs Committee.
Judge Garcia is former chief judge of the Municipal Court for The City of Trenton, presiding over several associate judges and the court clerk staff. She served with distinction as a municipal jurist for The City of Trenton for 16 years. During that time, she developed and administered New Jersey’s first Municipal Drug Court Program, which provides diversionary treatment to first time offenders.
She also served as assistant counsel to former New Jersey Governor Thomas H. Kean from 1987 to 1988. She monitored, analyzed and provided legal advice to the Governor regarding legislation, policy development and administrative initiatives to the New Jersey Departments of Higher Education, Labor and Personnel.
Judge Garcia received her juris doctorate from Rutgers University School of Law in Camden, N.J. She graduated magna cum laude with her Bachelor of Science degree in Sociology from St. Joseph’s University in Philadelphia, Pa.
